It released first in Japan as Genso Suikoden II with a two page ad like this heralding its release on December 17th, 1998. The pages feature screenshots of its cinematic moments promising an emotional, deeply moving story atop its RPG bonafides making it a success there!

It came over to North American audiences nearly a year later in September, 1999, with ads like the one on the left promising a war that would stain the land red (and with screenshots) while the one on the right took on a more tongue-in-cheek approach in "having the odd rune up your sleeve".

Like its predecessor, Suikoden II's story is colored by a war engulfing everything in its path from orphans to desperate allies with detailed 2D pixels delivering memorable performances. Much of the story was delivered in-game with unexpectedly candid moments that brought the narrative to life.

Suikoden II kept much from the first game including its six-member party, turn-based combat, and attachable runes (a rune needs to be attached to a head, or left and right hand) that can grant certain characters magic. A few characters can even team up for brutal combo attacks!

And like before, characters can buy armor, gear like gloves, boots, shields, and headware. But upgrading their main weapon involved only "sharpening" by blacksmiths (higher ranks of sharpening required better blacksmiths and even more cash). Mini-games like dice also returned.

One of the biggest changes to the gameplay was in how it waged battles between its armies. In the first game, it was more of a "rock, paper, scissors" matchup as you guessed at the enemy's strategy before launching your own and then watched the results.
