Marco Rubio’s self-gelding proceeded apace this week, as he signed off on massive cuts in foreign aid programs that he had previously supported. (I’m tempted to call the Rubio this year’s Lindsey Graham, but I’m afraid that may turn out to be unfair to Lindsey.)
