We know he’s not fully paralyzed behind, but he prefers to drag this leg along with his very broken leg. But seeing he does have some limited ability to use the leg properly is very encouraging that he could regain function of it and be happy as a tripod.

No chance at all, it is extremely displaced and already calloused/set. It doesn’t cause him pain but does seem to interfere with his ability to use his good leg and if he can regain good function in the good leg, the bad one will be amputated to make it easier for Scooter.
