Guessing no one told Trump you have to be a US citizen or have a PR card to open any sort of bank account in the US. (It's a smidge difficult to attach liens to nonexistent accounts.)
Also: $998? Didn't want an even $1,000? Or $999.99 to emphasize the "value of the bargain"?
Elon Musk is a citizen, however, and while you need to be a citizen or PR to open a bank account at any chartered American bank, *not* opening one isn't really relevant in terms of remaining a citizen.

You don't have to be a citizen to open an account, but you need a photo ID – from a US state – and established tenancy under the same name at a given rental home, including a written lease. (Basically a catch-22, since few undocumented immigrants can supply all such items.)
That, however, was before Trump announced that the IRS would be narking on any non-citizens who've filed tax returns. (Never mind them being penalized for doing the *right* thing, that Trump *wants*.)
Doubtful that bank accounts for immigrants will grow much during Trump's second reign of horror.
The worst part is that what they have managed to accumulate is more precious to them than most Americans can fathom. The cruelty and *fear* are absolutely the point.
I’m sure he thinks this will ‘balance the budget’ on the backs of working people. Billionaires are leeches on society and this administration is the embodiment of ‘Rule by Leech’.
