I think these EO's are EO's for a reason; they're right up his alley of morbid entertainment, as in WTF-they-doing-elsewhere-that-we-really-need-to-pay-attention. Not these hyperlame, half-baked, distracting EO's of little to no consequence. Judiciary's NOT gonna walk out tomorrow "let shit be".
It says "here's your order to ignore court orders". So, doesn't that attempt to negate, eg, court orders to resume funding since that requires action from the affected agencies? I don't see how the judiciary can ignore this.
I agree that the Trump administration is in fact violating court orders, but this order doesn't say anything about court orders, it mentions "issuance of regulations, guidance, and positions advanced in litigation". So it's giving the AG veto over what arguments e.g. the EPA can make in court.

Right now, they're still trying to maintain appearances as best they can. None of this holds up on examination, but for the uncritical, it suffices.
