But who was buying them? It's the market and people willing to buy, obviously without any questions asked about their origin, that is equally if not more to blame. No demand = no money in the supply. But how do you monitor the trade so no one gets away with this for 12 years?

Honestly, it should be both. He killed them, justice requires punishment. He was meeting a demand, those who demanded death also deserve justice, they deserve punishment. People think that for the right amount of money anything is possible, but there needs to be proper repercussions, more justice.
