it's not about the existing, we know that's been around since TAS era it's about the use of a literal TNG holodeck

they should have made it look smaller and more crude and prototype looking instead of just a 1:1 copy of the TNG holodeck

Well, we know there was a holodeck on the ship where Trip got pregnant in ENT.

But also the TNG holodeck was new *on ships* (of the Federation at least).

So unless they break Prime quantumreality canon my guess would be it's a prototype of a holodeck on earth or a station. /1
