It’s important to note that the people in charge of these funds also don’t know what is and is not frozen. The people crafting the policy also appear to have no idea what they want frozen.

The answer to this at this moment is genuinely unknown! No one knows! Will veterans' suicide prevention hotlines be able to make payroll or not? I guess we'll see....
