There needs to be an oversight authority to each money-spend in all levels of gov so that there is transparency of where money is, where it’s going, and a stop mechanism. Each transaction, not an auditor report with no follow up.

If you mean accountability requirements to ensure the funds are spent as intended, Trudeau tried that. Conservatives screamed to high heavens about "money with strings attached", "attacking areas of provincial jurisdiction" and "overreach by Ottawa".
