The next step would be to form a consortium of top universities that require new staff to publish only in open-access journals & serve on their boards. Start new top-tier journals where necessary: MIT Journal of Technology, Bodleian Journal of History, etc., that would look good on staff résumés.

Individual scholars will always choose to publish in Nature, Science, and top Elsevier journals because it's essential for their careers. It's a co-ordination problem. But a handful of top universities could create rivals to the big-name journals, while starving Elsevier & co. of content.

Keeping inter library loan staff busy. Subscriptions are super expensive so libraries drop them- and then ILL staff try to get them. Copyright, borrowing costs, and staff time are often not considered in the equation. Not that I support the publishers- just encouraging folks to look at all factors.

The vast majority of our requests for E content are filled through unmediated service. Our analysis includes all costs and we are still saving significant money.

Yeah my concern is if it gets shifted to ILL then you're just relying on other libraries subscriptions but largely that hasn't been the case for those that have cut ties
