All of this will be challenged in the courts. This time they are trying to comply more with the RIF process for HR. While ignoring the whole “you can’t dismantle an Agency created by Congress without Congress” angle.

Maybe they expect Trump’s Big Beautiful Bill to provide authorization.

Also the guy who sent the email to everyone (Jeremy Lewin) was explicitly named by the judge in the TRO as a DOGE member who could not participate in further dismantling USAID. So that’ll add a wrinkle.

I was told, very strongly, by @schumer.senate.gov that this sort of thing could only happen if the govt shut down. And the only way to prevent this was to give Pres Musk and Trump a blank check for everything they wanted and vote with the GOP.
