If you read the story linked here, the real triumph is the bit where it says the council could only get the dual carriageway approved by building a parallel footpath and cyclepath that they think nobody will want to use because it's next to a *checks notes* dual carriageway

All dual carriageways should have cycleways alongside.
there was going to be one alongside HS2 that got dropped fairly early - but every transport project should allow a couple of meters for a bike lanes. It would be do easy.

A shared route next to a dual carriageway is pretty much the best we have in Newport afterall!
