The New York Times reports that some U.S. officials believe President Biden should consider returning nuclear weapons to Ukraine (that were taken from it after the fall of the Soviet Union) as a way to deter further Russian aggression against Ukraine.

There are no nukes to "return." They were all disposed of. It's not like the US went "oh goody, free nukes!" and stashed them somewhere with the Ark of the Covenant.
Personally, bad idea except I really don't think Ukraine would use them, so I don't think Russia would be concerned. I'd be more afraid they would be stolen.
-but thay would be a big escalation from Mr. De Escalation! Not realistic, since there are so many other things he could easily do, that would help in a big way without risk - e.g. give Ukraine 400 Strykers + 400 Abrams + 10 Patriot batteries + 50 F16 (incl. the right bombs/missiles)
Russia and China aren't amassing military stockpiles for Ukraine. They just got in the way. It is and was always meant for US.
It'd be a polite way of addressing the Minsk agreement by acknowledging the reality that the next Admin may not do what Minsk said it'd do
Ukraine could never control these nukes, and still would not be able to if Putin gave them back.

Also, "returning" them to Ukraine? Those were soviet missiles ... even if we "took" them, I assume it was to dismantle them, not store them

I'm tempted to say bluff on it, just claim Ukraine has them and leave the Russians guessing, if that's even possible. But I understand that Ukraine probably wants the real thing.
They were foolish to give up the bomb, sadly they thought a better world was possible. Getting it may be the only way to save Ukraine after Trump hands it to Putin on a platter.
Ukraine is a sovereign former nuclear power and is not a client state of the US.
