Comey's hands were tied. The FBI is in the DOJ & the DOJ has a policy not to prosecute a sitting president. Same applies to Mueller. His report clearly states that there is evidence of crimes but he's constrained by DOJ policy. He clearly says that other government institutions follow up his work.
