Mining in international waters would be a gross violation of international law, as serious as invading Greenland or pursuing mineral rights in the Antarctic. It would turn the US into a rogue state. Even countries that favor a more accelerated approach at the ISA are against it. A hare-brained idea.

As part of my reporting on this, the Trump-era Commerce Department confirmed it is in discussions with Metals Company over this plan, despite objections from International Seabed Authority, which argues it has sole jurisdiction for seabed mining in international waters.

Trump has deliberatively violated provisions of our Constitution since January 20th, and is threatening to violate int'l law by coercing/attacking Canada and Greenland in order to annex those countries against their will, so it's no surprise that he's willing to violate int'l by mining the seafloor.
