... and the alleged misdemeanours had taken place during the time-span covered by the pardon? Would the defendant(s) be able to claim that their offences were covered by the pardon? (2/2)
Yes, the defendant would be able to claim as much, even after a bill was filed - though in at least one case, STAC judges decided that the pardon only applied to the fine and corporal punishment, that the defendant would still need to pay the restitution they'd ordered.
