2/ Lots of tall 20-30 story buildings but they are set back with huge sidewalks and green space for sidewalk cafes and bollards are everywhere. Many bike lanes are double protected with big rubber curbs and also fiberglass wands at triple the spacing density you see in the US.

3/ OK, this is an upscale part of Santiago but still. This is all simple stuff that when combined just makes the urban landscape so much more pleasant. Here are pedestrian only streets, shade over city park play structures, etc. All the little details add up.
