There is a lot of disinformation happening about the Census and Census resources - schedules, instructions etc. Yes, it was down, but now https://www.census.gov/about/history/historical-censuses-and-surveys/census-programs-surveys.html is back up. Furthermore, all of this information is at the National Archives - every Census, every schedule, enumeration maps etc.
