How does owning a casino or hotels make one qualified to run the "business" of the US?
A fast food franchisee is a businessman. So is that lady who sells healing crystals. Does that make them qualified to run the US as a business?
Government institutions should be 'run like a business' in that government institutions need to be managed well, operated efficiently, effectively, etc.
The difference between government institutions and commercial institutions is a) commercial institutions can be liquidated ...
... and government institution can't and b) commercial institutions tend to, but not necessarily so, operate 'for profit' and government institutions don't.
