Personally I feel like "hehe" is more impish/mischievous and "heh heh" is more lascivious. "Ain't I a stinkah?" vs. "I've got you in my clutches, now, you little nuisance!"

you wouldnt say tehe because te is not a word that has a real and common pronunciation. “teh heh” is not a laugh anybody does to begin with. think before you speak to me.
