I don't follow how this relates to Signal. Signal does not send an external, 3P (ie, Google or Apple) push notification to redeliver a message over push notification. It just created a local notification. I suspect the OP is confused.

The "push notification" is the bit of data that Google/Apple sends to the phone. That causes a little thing to appear on your screen which we call a "notification"
The text shown in the notification is not necessarily the same as the data sent in the push notification.
Correct. In general, apps can modify the data before it is presented as a notification. They can also generate notifications without a message coming from Google. Use of Google's Firebase for push notifications is entirely optional. "Push notification" is more a UX concept than a defined process.
