I also can only guess why the rule wasn't changed until the Bills/Chiefs game. Perhaps because it was the second time we saw this incident happen in the playoffs? There was more public outcry? Not sure.
That's why they only use the chip for spotting punts that cross the sideline, where accuracy is less of an issue.
