The paper discusses the moral dynamics of (adapting a term from @tsourapas.bsky.social's work on migration diplomacy) "migration blackmail" at the EU's external borders and how EU member states should respond to it.

I argue that states are not permitted to derogate from protecting those seeking asylum even in scenarios of 'instrumentalization', blackmail, or 'weaponization' of migration.

Instead, I argue it is possible to resist blackmail without sacrificing the right to asylum and outline some practical strategies for doing so.

I also consider how we got here: I argue that EU member states bear culpability for migration blackmail by setting up a harmful system of externalized border control, which gives transit states greater leverage and fails to adequately protect refugees.
