Montana is a vast place, full of gorgeous scenery but not many jobs. The biggest city in MT is Billings at only 184k in its metro area. Pretty tough place to find decent employment.

Thats insane. They live in Montana. So it should be issued there regardless. Once they move out they can go and update their information with new addresses and with documentation of bills with their names on ect.
