I think the 'search for the guilty' is rooted in the child-rearing philosophy popularized by Dr Spock, post WWII. Disciplining a child became socially unacceptable. A school yard fight was another child's fault. Failed grades were blamed on the teacher. Now, all newscasts find guilt in government.
