On the plus side, why should Ukraine, and indeed any country, consider itself bound by any agreement with the US.

Ukraine should sign the agreement Trump is demanding. It will not cost anything in the next four years, and any future President will be too embarassed to implement or insist on it.

If Trump is just jockeying to claim a massive influx of cash to fund tax cuts, this may suggest a negotiating strategy for Ukraine. Agree to some joint development project dependent on Ukraine sovereignty and forecast outlandishly high earnings. Those would cover the tax break and Voila! Peace!
