He lied. If you don't want to cut Medicaid then don't vote for a bill which makes it impossible NOT to cut Medicaid.
You can’t really say he’s lying here. The budget resolution didn’t cut anything. It’s a non-binding directive to committees. When he actually votes on the final budget that includes the cuts, then you should call him out for it.

If cuts of that magnitude are only possible by making cuts to the very program(s) he said he wouldn't, he is, for all intents and purposes, lying.
He said "we're not cutting benefits".
Then he voted for a bill that will force benefits to be cut.
Like, he showed you he's willing to support a bill that includes cuts. Why are you not concluding that he is ok with cutting benefits?
And I don't see the value in giving him that space. He said he would not cut benefits. He then supported a bill that, if followed through on, will cut benefits. Why give him any sort of benefit of the doubt?
