How does a cafe, gift shop, pub, … quantify the benefit? Living in a civilised society involves making and paying contributions in order to see and receive benefits which we may or may not use. Elected representatives should monitor the processes in view of the wider picture and act on excesses.
As it would cost to maintain anyway, you can argue that it is investing in jobs for local people. All shops are small, independent units, and those outside the Hall also benefit. Without it, the town centre would suffer the fate of many similar medium-sized towns - slow decline.
What would the fall out be of not doing that? There is already buckets of evidence of the negative impacts, including knock on coats for taxpayers, of not subsidising facilities for children in communities.
