Have the police message up the case by being racist. Then have the ex-cop who got driven off the Force use the techniques the police are supposed to use to solve the case as a PI or something.

I think it can be if you make it clear(as possible) that your criticizing.
The Wire isn't pro police (IMHO)
Starship Troopers is mostly a satire of facisim and thusly anti-war to me.
As someone who hates police and the military, and I write a lot of military sci-fi.
