Political policy requires absolute certainty, which by design the scientific methodolgy can't exactly provide. Meanwhile, society waits too long to teach the scientific method. Hence, backlash towards any policies created by scientists.

What percentage of humanity understands the mechanisms at play? If it's less than 51%, it's not going to do great in a popular democracy.
