In a lot of cases they legally can't. Unless they were A: part of the original study and B: had the patients sign releases for personal data to be made available for both the government and the institution they can only store de-identified (anonymous) data. That's a drop in the bucket here.

And researchers may not be able to access data in order to back it up, according to the articles. They should copy what they can of what they’ve been working on and have access to.
