Usually an organization is allowed one question and a follow up. I don’t understand why multiple reporters asked questions from the same organization. No CTV no Global. No Toronto Star.

I think the organizers of this show are likely to be out of their jobs soon. This was a national debate, they've certainly messed it up in several ways.
They get to decide when to hold the debate, who's there, and the format. Lots of responsibility means lots of accountability too.
