Anyone who's suing over completed work still has a case no matter what, so it's probably not "one simple answer for all lawsuits."

And it doesn't make the DOGE cuts legal, it just makes them irrelevant.

A CR cannot be used to set appropriations this way either. These are merely GOP suggestions, not real budget cuts. Non discretionary spending levels need to go through regular appropriations process.
