Terrorism 90s style I believe put an end to it. More due to the cast iron than the pebbledash. I like the modern bi-lingual public bins in Wales, but generally they are a bit meh these days.

What about those red metal bins with wooden slats round the outside? (Google tells me they were called Lister bins). They used to be everywhere.
