This regime is very good at punishing those that step out of line. However, it may not yet be able to actually impede coordination. I like to read this as a call for society to acknowledge its common interests and coordinate on a reaction while they stil can.
My hope is that there is a secondary coordinated contingency for when it doesn't blow over...
