Like a lot of folks, I was furious when Sen.Schumer went back on opposing the Republic budget bill. Then I heard him explain. The content of, and actions, arising from a bill can be faught in court. The actions arising from a gov't shutdown exist SOLEY at the discretion of the exec branch.
