Dems need to make it a high priority to find a few R votes and push this through. There's currently no practical way to hold any federal law enforcement (or for that matter, any federal official) accountable for even egregious civil rights/constitutional violations.

No one should be above the law.
The Constitution assumes a vigorous Congress willing to act to check the other branches. We rarely see this especially given the risks.
This likely means that any personnel participating in Trump's mass deportations will be completely protected from civil liability for anything they do.

So you'll have an amped-up deportation force rearing to go -- and really no way of holding them accountable if they go too far.
SCOTUS has made Trump all but immune. But it's still possible to at least apply some civil liability to everyone else.
