Winstitch/Macstitch are powerful for converting images .. have to balance size (number of stitches) with detail, but pixel art should convert reasonably well - haven't tried that specifically.

Dimensions, Riolis, and Luca-S have very similar cross-stitch patterns to this. I had the Dimensions kit, and I think I still have the Riolis and Luca-S. Not saying not to do it, just an FYI. "World of Cross Stitch" ran an article on pattern making software.
