- We will bet on places rather than on sectors or technologies
- We think geography and physical constraints are very important so we will go big on spatial planning, e.g. for grid, transport, etc.
(I’m not sure it actually does mean those things!)
"We think X is important" just isn't meaningful. Below the spad level, every relevant official will have read their econ geography

How are they doing that?
What are the trade-offs?
How are workers being prepared for change?
How are trade barriers reducing to markets for adv manufacturing?
