The only problem is, those good HR people don't exist. Their sole purpose is to try and make sure the business is not putting itself in a position where it is open to legal action.... That might make them appear like the good guys at times, but that isn't what guides them.

Bad HR people do not care about either the employees or the business: they only think about their own careers, in which HR is a stepping stone to a top management position.
HR is there to ensure the business acts legally. That doesn't make the function good or on the side of employees.
You're arguing that a lawyer is working in your interest because they are advising their client not to physically harm you, but to make use of legal options instead
I don't think that makes the lawyer a good person or working in your interest - it's the same with hr
The point is that the HR function protects the interests of the company, not the employees. People need to be aware you can't ingratiate yourself or befriend individuals in hr to change that in some way.
