I'm probably saying this imprecisely, but putting Germany and France at the center of the burgeoning EU and EEC was to have a central continental "axis" made from the two powers most directly at the center of both of the World Wars to that point in time. AND THE U.S. WAS SUPER ON BOARD!
Trump is all dominance and zero sum. IIRC in the first term he wanted to negotiate trade agreements with individual members of the EU, because then the US would always be in the position to dictate.

Way too harsh on Hoover. Had he not become president and trashed his reputation, Hoover would be remembered by historians as a humanitarian who led food relief efforts after the Great War. Now he's remembered by everyone as a decent man with bad economics, not up to the job of Pres.
Trump, on the other hand, would have been remembered, if at all, as a fourth-rate celebrity idiot hiding his mob connections (poorly) behind a gilded facade. Now he'll be remembered as a Mussolini or Hitler, had either been so stupid as to crash their own economy in their first month of power.
