I believe part of P2025 has a plan to communicate this way, so they can plan and do things in secret without a record. They might need to rethink this strategy.

That's exactly what is going on. In the UK the then corrupt PM, Boris Johnson, did precisely the same thing and mysteriously lost all his relevant phones, which were then unavailable for the official inquiry into his failures and misdemeanours during the pandemic crisis.
This feels like one of those "if you have to ask...." types of rhetorical questions. They are definitely trying to circumvent those rules by using Signal.

This might have exposed him to criminal liability, and certainly more reputational attacks. As it is, the primary news here is the breach rather than the content; acting with an abundance of care and caution around this information strengthens his credibility and increases the damage his story does.
