They also had Napoleon during that time. The odds of a revolution producing a stable government on the first go are pretty low, and if the US hadn’t succeeded, few European countries would likely have tried it.
Lincoln’s Gettysburg address is all about that problem.

Core issue is that it turns out each new release needs a huge amount of blood added to the coolant or the moving parts overheat and the whole thing collapses.
