He’s talking about a 3rd term. Public services, institutions, and schools are being gutted so people are less educated. Representatives are saying a lot and doing little. People are ignoring or disassociating to cope.

My great uncle stepped on a Nazi landmine which blew his leg off, to which, he bled out and died. He was just a child btw.
