Grants aren't contracts, you can't sue for fulfillment.
Urgent priorities can force redirections within NEH, but not cuts from Congressional NEH-budgets.
The motive may be "preemptive obedience" by DOGE people who know Trump doesn't read.

My “termination” notice was sent from a non-governmental email address, to an administrator who is not the institutional contact. That entire procedure seems unlikely to be legal.

From what we’ve seen at my school, the letters are going to the submitting official, not the PI. But still ending up in spam folders.

Mine now says that, too. Keep us posted on how you plan to fight. I've already been in touch with NHA who is telling me to contact my members of Congress but being from Texas that's not a helpful avenue.
