Much of the loss has been from switching from an economy where small businesses trade with the millions of EU citizens to one where it's not worth their bother.
If we make it easy again those small businesses would recover at least some of their old markets.
Think of it as lines on a graph of GDP v time. The area below the graph is accumulated national wealth. Even if we grow fast enough to get GDP back on the line where we would have been, there is a permanent deficit measured by areas

The foreign aid budget is not popular with the public, so the government prefers to cut there then find the relatively small amount of cash from elsewhere.
Genuine "difficult decisions", like closing non-dom loopholes or EU alignment really are too difficult.
