Either the law is the law, or it isn't.
Laws without teeth are suggestions. The poor and unconnected will feed the beast while rich and powerful go free.
Especially because, as everyone who can read knows, the probe of Adams started not just before he started panicking about the "migrant crisis" but before he was elected.
(Forgotten now, but Adams's first response to Texas bussing migrants to NYC was to welcome them. The "crisis" talk came later.)
