Does NY Times hate Poland or something? The last article I read about Poland had a picture with the 'soviet grey' filter applied to it for effect.
It goes both ways.
The contrast is even greater when comparing single seat district FPTP to proportional representation electoral systems.
1) Only hire yes-men.
2) Ignore the courts.
3) Make sure your Sec of Def will order troops to fire on protesters.
4) Don't hold any more elections.
