we need a Twitter API-compatible server that proxies through to Bluesky. then you can use old Twitter app versions where they still had a setting to use an alternative API server

We actually have this project which could help.

The same person saved many Twitter responses and managed to somewhat display Mastodon inside of Legacy iOS Twitter.

It would only let you use Bluesky through old versions of the Twitter app on old phones. Has nothing to do with Twitter the network. The custom API server feature is long gone from the app, no troll is going to use it (there’s nothing it can do they couldn’t have done directly on https://bsky.app anyway).
