There is a requirement for study sessions to be posted in the federal register as notice. But the administration has choked off access, and the NIH is not allowed to post in the federal register. This causes a loophole which effectively allows the administration to stop all science funding.

Dear scientists at US universities: Trump/Musk continue to freeze your grants. NIH is not reviewing grants nor funding them in council. This is a backhanded, legal method to effectively stop NIH grants.
